They most likely did not update his inventory. He used to sell upgrades for those weapons. If you got a gjallarhorn or a bounty weapon or PS exclusive before the dark below the only way you can upgrade was through xur to the higher attack values. Now that we can ascend exotics there is no need for him to sell the upgrades anymore.

Not exactly, he might still have it in his loot table, only bungie knows for sure. however it says he can sell thorn and the other exotic bounty weapons, and we all know he can't sell those.

Megaman said it wouldn't be sold in the [i]near future[/i], he didn't say it would never be sold. And that was months ago!
