Vaults were simply social experiments for Vault-Tec, for example Vault 69 was 999 females and only 1 male. Most vault dwellers died as the experiment basically doomed them, very few people you find in the wasteland are from a vault hence why in 3 they're quite suprised [i]another[/i] vault dweller made it out.
