It's RNG bro, nothing is "hard" to get but we're all subject to random drops. Xur hasn't sold it yet so it's definitely still somewhat rare for people other than those who have bought dozens of helmet engrams.

I bought a handful of helmet engrams from Xur as he came through but never got one. Got The Ram and a few others, but never Nighthawk. Zero correlation to how long someone has owned the game to when they obtain an item.

Yeah it kind of does cause anyone who plays a lot had enough motes to get whatever helmet they wanted that's how rng works
