first bounty for the week per account (not character). So you get 1 per week guaranteed, others can drop via RNG by doing the bounties.

I think it's one per character. I've always gotten a key for the weeks 1st bounty on all 3 characters.

not me, some times you get it on second character (often it seems) but not all the time.
