You are gauranteed 1 key per account. Not per character. You can get more if you're lucky

Ok, so I should just be getting the one. I honestly thought it was suppose to be per character. Then I guess I've been pretty lucky so far :)

I've been lucky too :-) Got 3 on Tuesday. 2 from Petra and 1 from ether chest lol.........I was freakin :-) Yup. Guaranteed 1 key per account not character
