Forward your ports. (Configuring home network to open NAT) it's a complicated and delicate process, you'll have to dig a little around online to get the right details for your router, but this should work.

No. For people getting the vulture error since April it is GT specific and has nothing to do with network. I can play on a different profile (GT) on the same Xbox One, same network settings and everything with no problem. Funny part is, I get vulture for my XBL gold account, but the non-gold account works just fine. This is a problem with the Bungie partner responsible for authentication. They have corruption in there database and are too stupid to know how to fix it.
