Just reroll your Handcannon...
And I think that's a common glitch.

I did reroll it. About 20 times. And if it wasn't Icarus it was Graverobber, the second most useless perk that ruined the roll. And what do I do to combat this glitch? Do I have to keep popping in and out of the tower waiting for him to show up or is he gone for good?

I just wait a sec. If he stays like that for a shortwhile then I'll just leave.
