the reason behind that (I believe) is that since hunter supers can get multiple kills that are not hugging each other so the point is to use it BEFORE getting into a fight unlike panic supers namely fist o panic.
EDIT: the glitch is still OP as it gets see video... FIRST BLOOD with golden gun
