Because of RNG. I shouldn't be at a significant disadvantage over someone because they have a certain gun I dont. Im talking solar burn skolas and the ghally strategy on this one. I guess this also applies to trials and raids in some ways.
Whether you admit it or not, The Skolas fight needed a change so that people weren't relying on melting him before enemies spawn and bypassing the actual mechanics of the fight.
Now with that said, the change being applied to Skolas is not necessarily the best one. Id prefer if they kept the servitor mechanic through the entire fight, remove the taint and limit the enemy spawns to when Skolas reaches certain health points (like every 10% gone or something) and keep his health the same.
When it comes to crucible, hand cannons and shotguns need a slight nerf in general. Somethings wrong with those 2 weapon classes if in 90% of the games I play 90% of the people in those games are using hand cannons, shotguns or both throughout the entire match. You hardly ever see auto rifles or normal fusion rifles. And every now and then I come across a scout rifle or two.
Its a game, and in the end it should come down to has the skill to accomplish something instead of who has the better guns. Especially when RNG is involved.

Just throwing this out there but I'd say shotguns don't need a nerf in general, what needs taking out is the re roll at the gunsmith because that is what makes shotguns OP. He'll I saw a two to the morgue with more range and than my felwinters and that's a far reaching shotgun. Anyway moving back to the point but it's not shotguns that need nerfing because people just get the right perks on them by re rolling a ton. Hand cannons don't really need nerfing aswell, most pulse rifles and exotics can beat a hand cannon (I'm talking thorn and stuff). It does come down to skill in the end, it comes down to how you play and what you have in your virtual hands when youre taking the opponent on.
