I'd like to calmly disagree with you. And here's why:
A lot of the older generation of guns have the old perks, but at the same time they required more effort and materials to max out (Ascendant or Radiant or both, while also having to upgrade its Attack stat as well ) ... while also requiring a Etheric Light if they're pre-HoW and pre-Dark Below to get past 300 Attack.
They're older relic weapons, and having the more desirable perks is kind of like a reward for keeping them around.

The Crucible is already a retarded mess of unbalance. I can carry a revolver that poisons people and hits dead-on at Scout Rifle range, shotgun or a sniper that regenerate ammo to bypass the Special Ammo timers, etc. Out of all the bullshit that goes on in the Crucible, a guy carrying a last-gen Felwinter's Lie/Efrideet's Spear is very low on my list of problems.
