I am by no means good at PvP but this is an awesome idea. I think this is exactly what destiny needs, somewhere to separate casual gamers and hardcore elitists. Give us all a little something to work for. One thing I would not be ok with is locking content exclusively to the best tier, I think some loot should be dropped more frequently the higher tier you are but should not be locked out to even the worst of the worst.
