The Kings really keep the higher ups out of things, like a real monarchy. I think that's an important factor.

And they conquer other Houses rather than fight/ally. Kings don't make treaties, Kings make kingdoms.

Exactly. I honestly wouldn't be surprised if the Queen and New Monarchy were eying them. They'd be strong allies, but the Kings would likely only ally to destroy them from within.
