Perhaps it's because one round from the mag is chambered, resulting in 13 rounds.

Well, the thing is, that's not the way the guns work in this game. If it says you have a magazine size of 15, that means you can fire 15 bullets before you have to reload. In the menu, this weapon displays a 14 round magazine. However, in use, it only shows 13 on the HUD, as well as on the weapon's digital display. And sure enough, I can only fire 13 rounds before having to reload. I would do some tests to see if this is a bug with this particular weapon, or with the full-auto perk, or with some combination of variables, but obviously that's not the easiest thing to do in this game.
