I'm maxed out at 20. But I do see people get them when chest farming.

The only purpose They have is for when you get the elder cipher from 34 and 35 other than that the drops are crap

i got the hawkmoon from opening the lvl 32 chest...then got nothing from opening the lvl 35 Poe...think it's RNG
