Honestly, scatter charge us better, as it gives scatter grenade tracking. Scatter grenade already has a one explosion kill potential, and tracking guarantees that you will get the kill if you land your grenade correct

The tracking is completely underwhelming. They don't even track well..90% of the shards explode before even attempting to track doing little to no damage to another player. Even when the grenade lands right at their feet. And as for the original post, obsidian mind is a pve exotic. Nothing manacles is for PvP. I've never used obsidian in PvP and never will, skull of dire ahamkara is better.
