Well since Iron Banner is no longer the only alternative to raid gear for max level (etheric light being the only thing you need to ascend any gear) my guess is it will always be 36. Still, chances are 42 gear will be sold near the end of the DLC like they did before with vanilla and TDB.

I guess it is just wishful thinking it will be 42 light. Why would I want to buy 36 gear from iron banner? when 36 gear is available literally anywhere else...
