The best one is definetely the scholar (adept), it has outlaw and reactive reload.......
Another one I liked is the vanguard one, mine has full auto and firefly, but without that perk roll it felt kinda week......

I think it would just make sense that the one from ToO would be just that much better then a regular vendor purchase one. And the Vanguard one has a rather low mag imo. Maybe I'm spoiled though. My current best is Another NitC with Final Round, Explosive Rounds, and Firefly and comes with 20 rounds in a mag.

My NitC is a beast aswell, outlaw firefly and explosive rounds, it says it holds 20, but only holds 19 tho
