They are a very big business and to run such a business, they need money. So by having people pay for areas is how they get the money. Otherwise they really make no money after you purchase the game.

Destiny had the largest budget to date at half a million dollars. They made their money back in the first week, your argument is invalid.

Regardless of costs, Destiny was a huge money gain. I doubt it will continue but nobody 'needed' to sell DLC to make money. They did it to make even more money in the case of this game. What'll happen here, if Activision is smart, is they'll chop the game off here, take what they made, and run. Or they can basically dump the entire design staff of this game and have someone come up with something worth at least half of what people paid for it. I'm rooting for the former.
