Are you talking about the flag carrier or the opposing team? Usually the flag carrier gets a pistol or some other small arm and melee, with little to nothing else (some games only give you melee). As far as the defenders, it would be no different than any other type of pvp mode with the twist of, don't let them score.

It would have to. I think in Halo 4 they even eliminated armor abilities, so it is not out of the realm of possibility.
