Max agility out man...I fly around the crucible with it, it's forward momentum not up. Works great with innermost light and shoulder charge

That's not enough to make it as viable as the other two options however. The speed is still not justifiable in sacrificing armor and battle regen

It's a perk and it must not rely on other perks...it is supposed to be an independent ability. I know that if agility is maxed out and weapons with agility perk, you feel the momentum, but that isn't the right way.
