This is a great question because the more I think about this, the more difficult it is for me to choose. I guess I'd say Elites, because of their extended line of weaponry and vehicles.

Weapons are virtually the same. Vehicles don't matter when you have a canon that shoots hot plasma

I suppose that's a good point. Actually, after looking at the Predator weapons on the wikia (Yes, I'm really bored today. lol), I didn't realize they had so many different devices and weapons. Multi missle system? Crazy.
