Maybe when you try going it's not going to unlock till you actually do it

That's because it wasn't. Just get a good team, acquire good communication skills, grab your good weapons and go. I'm not freaking out either. My assumption was that the lighthouse would stay unlocked, but you'd need to go 9-0 again. If I'm talking about not being able to access it anymore, then I must not have gone 9-0, right? Wrong. That's your logic, just fix it.
