Resist is because you are using the wrong element to shoot them and immune is they aren't taking damage, from you being to low of a level or a scripted event like in boss fights.

You'll get better gear and when you reach the endgame activities you'll notice that enemies who resisted you before will start to take damage. I was level 20 for ages and the praetorian kept kicking my ass until I got better (I had a vendetta against him for killing me all the time) then the tides changed. You'll get there,just a little patience,dedication and determination ia all you need :)

Yep...started replaying the campaign and have jumped from level 20 to 22 now after earning higher light gear! Was at 20 for awhile.
