Are you playing SotFS? There's plenty of Pvping to be had in the update.

Can't find anyone laying signs no matter where I go to. This is happening from 0-1million soul memory. The only place you can find people is the BoB arena.

Sit at a bonfire and see if an option is the Nullify effigy effect, which you should do.

Odd, so you removed the effigy effect. Maybe you should get your soul memory up a little higher?
