Hello Silhouette. There are some issues that popped up with the 1.2.0 update that you are experiencing.
First, the blue engram you received cannot be decrypted because it is a House of Wolves engram. Since the expansion is not out yet, the engram won't decrypt. Save the engram until May 19th (this Tuesday) and it should decrypt after the expansion releases. Bungie acknowledges this in the [url=https://www.bungie.net/en/Forum/Post/121703802/0/0]1.2.0 Updates thread[/url].

In terms of the green waypoint issue, this is a bug in the Tower that came with the update as well.
Your character is not bugged. Do not delete it. These are just issues that came with the game update.

Superb! Thank you for the concise and informative reply - I'll sit on this Engram for another night (apologies to all as having read the forums after posting my question I can see its been answered a lot) As for getting my Waypoint fixed, is the update coming with HoW? If it's just going to sit there for a day or two - I don't mind. Having nothing but problems this morning, I've seen there's a service note up, so going to stop trying to connect before cattle, weasel and the other one ruin my day :) Will reattempt tonight. Thanks again.

No problem! :) I'm guessing the Tower bug with the waypoint on Petra will disappear when she leaves the Tower. After Tuesday, Petra will be in the Queen's Bay in the Reef. As for the service note, Bungie has acknowledged there will be some [url=https://www.bungie.net/en/Forum/Post/122155536/0/0]scheduled maintenance[/url] sometime after 11 AM ET/8 AM PT today. That should be happening in a few hours.
