I don't have one so I can't really say for sure, but the mini warheads or whatever the rockets split into on HV also seem infinitely better than the cluster bombs on HOC and other legendary launchers.

The HoC bomblets don't even work on higher level enemies. It only wrecks level 8 trash on patrol. I always watch for extra damage numbers in the Crota raid and never see them.

Yeah, that's why I'm saying that the mini MIRVS from Hezen Vengeance seem better. Cluster bombs on a rocket launcher versus anything of your level or higher seems useless, unless a burn is on.
