I didn't say anything about leveling up a faction. You just only choose one unique faction specialization at a time. You could still earn rep for other factions but you would be considered a member of the faction you chose. Anyways I think most players want a reason to start leveling up factions besides Vangaurd or Crucible. But for sure I wouldn't want players forced to grind to progress a subclass.
