I believe that a green Gozen-C with Crowd Control can one-shot in the Crucible.

I have one with Final Round... and 3 rounds in the magazine.

Final Round only affects one shot. Crowd Control gives you a damage boost for three seconds after a kill. Final Round is one kill, Crowd Control is much more.
