Why would you want to upgrade green boots that give you terrible stats, +47 intellect!! Sweeeeeeet!!!!

i was thinking similar mechanics to the necrochasm and the movement through rarity's and perks being added as well as base stats improving, kinda like the VOG gear being moved to light level 34. it would be awful if my VOG helm stayed at 89 discipline only at level 34 right?
