My son is pretty well behaved, even on airplanes. He's 5 and has already been to 6 different countries. He interacts well with others.
In my opinion, (I'm going from my own experience, maybe I'm just lucky or something) most of the time, if the baby is crying, there's obviously a problem and the parents need to take care of it, whether it's food, drink, sleepy time, toilet time, illness, interaction, whatever.
Some of these replies seem too unfair. Don't blame the child. Focus on the carer.

Parents who are seemingly indifferent just makes the problem even worse. Sounds like it's going to be a long trip. I hope they have good in-flight entertainment.

Some parents have a philosophy that if they just let the baby cry, the baby will decide crying is pointless and will stop doing it. I disagree but anyway that is sometimes the reason. Maybe they are on their last nerve and have been going through this for days and don't know what to do. If you are in a position where the baby can see you, try making faces or playing peekaboo with your hand!

I tried that, now I'm just glaring at the parents as they drink their overpriced wine
