I am sorry, The offer ended at 1am pacific time on January 15th. If you did not receive the sparrow when you purchased the DLC then the purchase must have happened after that time.

Why didn't I get it I downloaded it before the 15th

I had gotten the DLC on the 360 and got the free upgrade for the Xbox One, didn't this offer end at the same time? If it was 1AM and the other offer ende that night then I understand. I just know that I got that deal and thought they both ended at the same time.

The digital upgrade program works differently than the sparrow offer. Purchases of the DLC granting upgrades has been extended indefinitely. https://www.bungie.net/en/Help/Article/12122
