there are idiots who believe intentionally slowing their net helps. they are apparently too stupid to even realize how lag affects game play and they need to be the host for this to work, it also may not help their team, just them
bungie needs to do regional matchmaking and speed/ping tests. match slow speeds with slow speeds and faster with faster

Yes, it's really lame. I am not a big shooter fan but from what I understand, at least games like CoD take over a year before the PvP gets broken.

black ops 2 stayed cool for quite awhile. mw2 on the other hand is full of hacked lobbies. bridge host setups that force host and potential lag switches. the host ALWAYS has an advantage and that's okay. everyone takes turns having great games. it's just cheating and intentionally making it suck for others that needs to be addressed. no one wants to see a guy on steroids if we are all playing sports clean
