I leveled up New Monarchy just to get this gun, and I was finally gifted it upon hitting rank 10.
I love it too, it has the Reactive Reload and Crowd Control Perks; so I get bonus damage when I reload after a kill, and get bonus damage after a kill.

Do those perks stack?

Honestly I'm not sure. I just figured that I have some sort of buff that keeps itself going rather than stack. I really should take some time to test it on a Captain to see what numbers I pull in.
