Why would you keep them until house of wolves ? That makes no sense... All engrams and packages contain TDB content they won't nor should they contain new HOW content.

That's the way it worked on packages/engrams that were saved until after The Dark Below released. They contained the old gear/weapons. In any case, if that turns out not to be true, and the saved packages contain HoW gear, then they won't have the commendations in them (since they are being phased out). So you'll be missing out on that extra rep that using the commendations will provide. Depending on how many packages you have saved up (I had about 15 packages across my characters before today), that could be a lot of rep toward a new faction rank post-HoW.
