Only if everyone who deleted the Khvostov has another chance to get it again. (Especially if they have three high-level characters and making a new one isn't an option.)
Punishing players for deleting the starting weapon is silly.

It actually isn't that bad. You can save the armor and weapons and make the same character. One week of bounties and you max a subclass.
