It's nothing compared too Felwinter's/FV or any range perked faction shotgun. We won't even talk about invective.
For an exotic Horsemen is trash. As bad as NLB.

Both exotics can actually kill many npcs, you dont understand the skill it takes to use them. Every exotic has its purpose. Once you have mastered those skills, nobody will mess with you in pvp.

It's an exotic. The case is totally different than if it were a legendary. In terms of PvP, these two are bottom tier alongside SGA, Necro and Hard Light.

Lol...exotics dont have rankings...based on your skill, you seem displeased to even consider trying to practice with NLB or horseman. Horsemans range maybe short, but as the quote says, its a pathfinder. That means if you are cornered that shotgun is a perfect opportunity to escape. NLB on the other hand is a deadly gun, even at 300 attack it can still one shot players in pvp. Ive won several good rumbles with just using NLB. It takes time and lots of practice to land good shots. NLB in pve is still powerful although its more useful in pvp. You can do it :)
