The hell does Comcast have to do with anything at all? They haven't exactly done much of anything.
Ontop of that, game-installation has been around since the PS3. It happens. It provides faster loading times. Oh, that and you also have about 15 gigs in updates you probably missed.

I am guessing he is also mad at comcast internet? TBH no internet provider is that good, they all over charge and restrict ban with hoping you will buy more bandwidth that should not cost the price of a server a year. What can ya do?
