I've completed vog hm 20+ times and still yet to get either one...all I ever get is heizen launcher...I've had over 15 of those drop...several twice at the same time...

That's crazy. I've beaten VoG I think at least 40 times and I have yet to get one hazen vengeance. I have had multiples of everything but I just can't get that gun.

Yeah its kinda crazy for example yesterday on one CE hard mode run I got plan c from deathsinger and crota.
