I think they'll have to. Unless arena mode is mind blowing, there is no way it'll hold up till September (probably later knowing bungie) and comet. I personally think they planned a raid, then were "humbled" by our overwhelmingly negative response to crota. So they pulled the raid to work on it and make it VoG quality, but couldn't delay HoW anymore. Raids are currently simultaneously the best and worst thing about Destiny. A HoW raid needs to raise the bar, so yeah I hope something comes out around July or August to hold us till comet.
