Hive disruptor was removed so white nail perk would work correctly. Until Bungie fix the problem you wont be able to fully upgrade your black hammer

Ya, it will be 2017 before that is fixed, Bungie announced that 1 weapon per year is hardly possible with all of the events and updates they give us monthly...

I have the same problem. The first Blackhammer I got fully upgraded fine, so I guess the removal of Hive disruptor was patched after this, my other two maxed out Blackhammers I levelled up recently both have the issue raised above.
