So, is this how to get 'raid' gear now? Or will I be able to reach new level cap with vendor gear?
More important question: Is there a new level cap coming with HoW?

I feel that would be a safe assumption. Also the trials of osiris will most likely have max level gear. There was a post months ago by bungie that said ToO will have weekly rewards(I assume you can only get so much in a week) As far as we know its only level 34, but it could be level 35.

The new weapon cap goes to 365, so I assume the highest level enemies we'll face will be level 36. A lvl 35 cap seems to make sense.
