Didn't the Queen's Awoken guards have guns like that in the story cutscene? I believe so, I don't remember though.

Excellent thought! Just checked a video and while pretty quick movement, when our character grabs one of the guards' weapons it look as though there could be a laser sight. Not actively turned on but there's enough parts there that it could be a sight.
