Almost. I have a few packages saved on each character, just need to get my titan to 32 and im set for HoW

Don't save you'll only get tdb gear.

Best bet is to get all factions/vanguard to within a bounty or 2 for next level. Then when dlc drops, hand in bounties and level up. Those packages will Give you a shot at new content.

Im aware of that. Am also doing what you have suggested, as well as saving marks for new weapons and materials

Only the new tower will be in the reef with new vendors/factions in the reef too so wouldn't be surprised if nothing changes in the tower and all the new gear is only available after grinding your queens guard rep up to Lvl 3 and buying armour with yes you guessed it queens marks :)
