If comparing stats, Monte Carlo.
If comparing perks, whichever you feel is better.

Hardlight and Monte Carlo have the same stats (until factoring in the perks chosen). The stats on them are negligible when comparing them to each other.

Out of the box, Monte Carlo has a slight edge on range. Hard Light has a slight edge in stability and reload, however I find MC to be more stable.

Only fire rate and impact are the same, other stats are different
