I noticed all legendary gear have different perks (except raid boots) and different amounts of intellect, discipline, and/or strength, so why not let us re-roll them? Unlike weapons, I don't think it would be as overpowering.
As far as re-rolling weapons go, someone pointed out everyone would have overpowered weapons, so that should stay with Iron Banner.

The point of the randomization is so you continue to raid for the perks you want.. Re rolling defeats that point.

True. However, this gear is going to become obsolete with the release of HoW, and HoW gear will become obsolete with the release of the next DLC, and so on and so forth. If the gear was NOT going to become obsolete with the release of the next DLC, I would definitely agree with you that you should just keep raiding and eventually you'll get what you're looking for, but that's not the case. The fact that the gear has this "expiration date" so to speak, is why I still feel like some sort of re-roll could be implemented for raid armor. What if you could only do it once per piece of armor and it cost a decent amount of glimmer? That could be a happy medium..
