Crota's loot system seems to work for me. It attempts to give me what I have less of/don't have. I've received the last couple exotics I need from it (minus truth and the crux) and I've received all raid weapons/3 sets of armor. I've ran it every week but the first week it was out.

It's strange, when I got exotics it was always the ones I already had. But at least I have all the raid weapons now. No need to play NM ever again.
