They are not very consistent I have to agree. But even if you only get a few drops you still pick up 3-5 (sometimes 6) rockets at once.

Sometimes I have runs wearing the darn things with NO drops. Picking up two will fully load my Thunderlord, sure, but the Wings seem to glitch and set the heavy drop rate to zero, even if you take them off.

Well, I have to say that this does sound familliar. The mechanic behind the ruin wings is a mystery, but I think they should be more consistent yes.
