Ran the daily yesterday with them. No heavy drops. Ran two more story missions for bounty kills. No heavy drops.
I did try taking them off, killing something, putting them back on, several times. Did not start seeing any heavy.

The rare occasion they work, they are baller! But they work less and less frequently.
