Hershey's was designed to be an affordable sweet treat for the common people of America when it was first built by it's founder Milton Hershey.
It's not supposed to be high quality gourmet chocolate, it's a quick treat you can pick up at a drug store or at the supermarket.
Also, being English has nothing to do with this.

Technically it does I cannot recall exactly what it is but American chocolate has something in it to keep it from melting that chocolate from the UK doesn't have

Not sure about the melting but Hersheys gets its signature taste by using slightly spoilt milk.
