He doesn't have both perks. Even with aggressive, the slow rof means that others can easily keep up

Yea there's that but low ROF for me just means more time to aim the next shot and less bullets wasted. It has pretty good potential for a gun despise being a HMG imo.

I've only ever seen it on Uncommon Machine Guns though, it might be exclusive to that tier of rarity.
